Report a translation problem
Saw this thread, and fixed that problem by having the following settings:
Launch Options:
force 60fps
single threaded mode
AMD Catalyst Control Center:
Wait for Vertical Refresh : Always On. <--- make sure to click SAVE on that Tab. Catalyst doesn't apply your settings until you click Save.
Originally, the problem persisted regardless of whether I was at 1280x720 or 1920x1080, as long as I was at fullscreen. But the problem wasn't there when I was at 1280x720 in windowed mode, but was there at 1920x1080 windowed mode. I assume it had something to do with full screen not being capped at 60 (despite the settings as OP mentioned) and the engine incorrectly blitting things on screen that were meant for an invisible render pass. I tried getting screenshots through Steam but all the shots came out clean.
