When you start, give the first 9 gnomes all the skills (or atleast, most of the skills).
Check the first tab of the population screen when done to make sure you've covered all the bases for each job class. When you get gnomads, add some more skills to each, you don't have to give them as many, but you can for instance make sure they can all farm, and haul.
Don't forget to adjust priorities... this is the chief cause besides lack-of-skill that they won't do something you want them to do. If hauling is left as last on everyone's list of job duty priority you'll have a sloppy kingdom!
--Good Luck!
