Darkness not working?

I do know that in these screenshots there are supposed to be darkness. I'm not exactly sure what's happened, it just doesn't work? Even the party darkness at Wedding Bells doesn't work.

Not only this, but the level you go into when you flush yourself down a toilet in the bathroom, octodad doesn't have a silouhette.

I'm confused, this is only bugging me because it doesn't give the nature of the levels. Some help will be appreciated, thank you!

This is a shader fallback functionality that keeps the game running even if:

- "Shader Quality" settings in Graphics settings menu is set to Low/Poor.
- "Level Quality" in Game settings menu is set to low and using mobile levels.
- DirectX 9.0 is not properly installed/updated.
