No, I was always using one hut with 4 wood cutters. I only tried a second hut in another forest in one save after the first had cleared all the land and wasn't planting.
I'm having luck in today's new game though. I placed two huts side by side and only hired one wood cutter for each. They seem to not be able to clear the forest faster than they cut and plant and so far it's worked out well. Couple hours into the save and the forest looks more less the same as it did when I started.
Seeds are kinda RNG from what I can tell you don't get them for every cut tree. Also depending on how big your town is you could be tanking from not having enough woodcutter huts and woodcutters. By the end game I usually end up converting logs into firewood as I usually have a massive surplus of the first one. But I agree seed RNG could use a little work even when I fill the build area I sometimes get nervous if I'll be able to keep planting and so I have to find another source. I believe you can buy logs from the marketplace so you might want to just buy the logs and convert over but I may be wrong about the marketplace... Something worth looking into.
