Poopy Performance
Uh, hi. I'm running FNV with a bunch of mods including, but not limited to, | Better Game Performance V5, Better Performance for older PCs (doesn't work), NVSE (works), Clean-Deluxe |, and more performance boosters that would just waste your time if I named. Oh, and I forgot d3d9.dll. Also works. Anyways, for graphics I have an Intel(R) Q45/Q43 Express Chipset (although after I got d3d9.dll FNV tells me I have an Nvidia GeForce 7900 GS). 4GB of RAM, although since I'm on 32-bit Windows 7 it only lets me use about 3.25 of that. 2.80 Hz dual core processor. Even on the lowest settings possible, FNV doesn't run that great, especially in combat. I've tried messing around with things like stutter remover's FPS min and max management, which just make my game run in slow mo. I've also heard stories of people with worse rigs than mine running at 60FPS. Even though I'm a PC gamer, I don't really care for graphics all that much, so as long as the game runs well, I don't really care how it looks. Any suggestions are welcome, as I'm getting pretty desperate.

Get rid of everything that is not a plugin for NVSE (NVAC and Stutter Remover), and the dll file too (outdated for like two years now).
Try to enable heap replacement in Stutter Remover, not just frame control. Also all memory management options. Those are your real boosts.
Download NVConfigurator, and make sure you enable every threaded option available. Also be careful, since it by default enables two graphic options that are mutually exclusive… just read the tooltips when you go through the options.

Also, that's a quite old laptop you've got there… don't expect much from it, even if the game is old too.

Ooh, thanks man. You're a life saver. Right, so, I got FNVConfigurator, and it's actually a really nice program. Thanks. If you know how to enable heap replacement and memory management options, I'd appreciate it, but I'm not asking for a step-by-step either. Thanks again.

If you have the New Vegas Stutter Remover, it tells you how to do those things in it's readme file.

Heap replacement done. Helped out pretty nicely, and I'll watch for those stability issues if any arise. Now, I don't believe there's any mention of memory management in the readme file, but I'm not sure, so I just want it to be clear what I'm looking for. Is it literally called "memory management" or do the files call it something else?

Alright, I know my PC isn't a supercomputer, but it's just really strange that I'm pushing the game this hard while other people with similar or worse rigs aren't having trouble and it's not budging. I'm asking for clean 30 FPS, not ultra super modded 60 FPS perfection.

People on Intel graphics use Intel HD 4xxx… a technology that is 5 years fresher than the one on your laptop. You are trying to use a '99 engine updated to '11 median desktop requirements with '06 technology. Don't expect miracles unless your display can handle non-native resolutions.
