Combined Arms not working

When I try to enter a vehicle using ALT+J I get a message "Unable to enter vehicle: you do not have Combined Arms active"
The button at the top left of the map that is supposed to be there to control vehicles is also not there when playing as Tactical Commander or Game Master.

I have confirmed that the vehicles are set so that they should be able to be controlled in the mission editor. At the main menu it does not say "Buy" for CA like it does for the modules I don't own. I have tried reinstalling, verifying files, deactivating my keys and reactivating, even manually deleting them in REGEDIT and reactivating (even with antivirus turned off), everything I have tried so far to troubleshoot this has not worked.

Any ideas?

Restart steam client and verify game files.

Try to run game as admin. Make sure the your firewall is not blocking the connection.
If it won't help, open game files, look for something like DCS\mods\tech or something like that\combined arms or CA\bin\ - there is just only one executable file which is protection activation/deactivation manager. Enter your DLC key there and let it activate the game.

Tried that as well when I tried reactivating the key
Just tried it again and nothing, firewall was off, ran CombinedArms_protect.exe as admin.
