Report a translation problem
If that doesn't fix it, try playing the game from it's location folder in administrator or launching the game in windowed mode. If not then try toying around with options in the menu such as Black and White effect, Screen blur, and Screen grain in the advanced tab of options.
If the game completely refuses all that, then try the patch that fixes problems users might have within the first few levels or main menu first:http://www.moddb.com/games/cry-of-fear/downloads/cry-of-fear-crash-patch-for-64-bit-users

Real bummer this has happened to ya, good luck on whatever you decide to do from then on if the video driver solution doesn't work :/.
I think you can downvote the game for not working, hopefully developers will notice it and finally fix that.
oh my god thank you so much. I had a vpn on the whole time without realizing, when I turned it off the game finally got past the black screen :D
