Windows 7/8 Game Crash / Minimize Fix
I'll keep this short and sweet... This is what I did to make the game work properly.
1) Find your Fallout3.exe file (Probably in your C:\\ drive somewhere under Steamapps)
2) Right click the file and open properties
3) Click "Compatibility" tab and check the Windows XP SP3 checkbox and save
4) Download, install, run, and create an account in the Games for Windows Client here http://www.xbox.com/en-US/live/pc/downloadclient

Hopefully the game runs correctly for you now!

Also I should have mentioned that your profile on Games for Windows Client must say your over 18 or this game will not work.

Already "Adult," so still no dice.

Ok i have done the steps to get it to stop crashing but it still crashes when i start a new game and i have to start a new game to make a game so...

Participate in the Games for Windows LIVE "Customer Experience Improvement Program." Perhaps after inundating them with crash reports somebody will actually do something about this. Only my issue appears to be persistent freezing and no actual crash report appears to be generated, at least from full screen mode. Switch to windowed mode and the crash gets detected. Lets send them crash reports!

Apparently support is left to "them" now: http://www.microsoft.com/en-us/download/details.aspx?id=4590

I was able to generate a crash once before when windowed, now it is just freezing. Through the link given above the focus for Games for Windows LIVE appears to be copy protection and that may be the issue for the freezing since no video anomalies are present. Oblivion and Skyrim run just fine and the only difference with Fallout 3, other than being an inbetween version of the Gamebryo engine, is the use of Games for Windows LIVE.

I have a legit license purchased through Steam, so legitimacy of my license is not the issue. Compatibility between the Steam version and the Games for Windows LIVE overlays could be a source, so I guess I'll look into that. Appears most are reporting crashing when trying to use the Steam GUI overlay even after mods that may violate their license.

G4WL and Creative Labs Alchemy SW (support for Fallout 3 must be disabled for my Win7 system) were my two issues.
