Report a translation problem
Just got a hunch here, but go to your documents, then my games, then fallout 3, then click on the file called FALLOUT (should be a .ini file) press ctrl+f, and type sLanguage in the search box that pops up. Replace the name of the current language with ENGLISH (all caps) save it. and you should be ready to go. If you mess anything up in this file, just delete it, and run the fallout launcher, and it will make a new one.
You actually need to alter both the fallout.ini in documents\mygames as well as the fallout_default.ini in the game folder. The line is sLanguage=ENGLISH
