Not true. The beast spawns randomly, and spawns more often when you're close to quest items.

Yeah, I find this too. I remember one time too... I heard the heartbeat and couldn''t see the beast anywhere, but heard and saw a bird fly off from a certain direction. I saw the beast walk in from that area a few seconds later
Run for a camp if there's one nearby, or bushes if no camp is an option. Entering a tent or building automatically sends it away. For bushes, more luck and skill are needed. Get whatever lead you can on it, get into cover, crouch and don't move. It seems to have trouble climbing up steep slopes, so you can use those to slow it down, if you're well enough to climb them yourself.
1. When your heart starts beating - turn and run the opposite direction.
2. Better - hide. Crouch in tall grass. Especially with certain drugs and boosters this is very effective. It will not leave you alone later in the game but as long as you move slowly from position to position you're fine.
3. Run - if it has seen you run for a bit then hide, then run. Repeat. All paths lead somewhere. Find one and just run along it.
4. Wave your object (knife, torch, axe) at it while backing away. If you are facing it it swipes slowly and with enough warning to move backwards from it (for some odd reason this is not true while not facing it and running from it).
5. Trees that are close together and cliffs cause it problems.
6. You can throw yourself over a cliff but I really don't recommend it.
7. Swim far distances (obviously this requires either medicine or a booster)
8. Stay on high mountains or the coast line.
9. I shouldn't say this, but I will, don't panic. Seriously, most of the harm happens when you panic and run - tripping falling, running for too long without hiding in grass, etc. - all cause major problems. The creature's logic is easy to confuse. Immediately look for cover. Face it with an axe, knife, or torch, (pots and pans maywork too not sure) and keep swinging if it sees you. Only run from it if you have to. As long as you carry medicine with you, you can survive at least three hits which should be enough to make it to any camp.
Light some plants (like you do for making a torch at night) and throw it, not AT the creature but PAST it. It is fascinated by the fire, and it will turn it's back on you and chase the lighted torch giving you just enough opportunity to navigate away and behind an obstacle or go crouch in some tall grass without it observing you doing so. It will continue to look for you for awhile, but if unsuccessful, will just give up and move on.
