This game requires at least Shader Model 3.0?
I don't understand, my Shader should be fine, why is this error occuring?

Update your directx to the newest version here:

First you need to find out what kind of videocard is inside your computer.

if you have AMD radeon videocard: http://support.amd.com/us/gpudownload/Pages/index.aspx

if you have nVidia videocard: http://www.geforce.co.uk/drivers

if you have intel HD videocard: http://downloadcenter.intel.com/

You're running on integrated graphics. The X1250 doesn't support shader 3.0. It supports 2.0b.
Since you have it on a laptop there is no way for you to upgrade other than to buy a brand new computer. Shader capability is decided by hardware, not software or drivers.
You should probably upgrade soon anyway. Your computer is easily considered obsolete.

i have vista and i had 2.o now if what they arent saying workd go here: http://www.intel.com/p/en_US/support/detect?iid=dc_iduu this is no bs this is the intel website they upgraded mine to 3.0 it took about 20 min but it is worth it

You cannot upgrade your shaders if your hardware does NOT support it. It will not run, I used to have that same laptop configuration and it is utter crap.
