Make a try to rename some dll mod's filename extention.
Crashing on the initial loading screen seems to be a missing master file problem. You should check if all your .esm and .esp files are activated.

Go the Oblivion Shaders folder and backup ShaderPackage002.sdp, then replace it with a duplicate of ShaderPackage019.sdp (i.e. rename 019 to 002). What I read is that this forces the use of a newer shader version. Finally, run with HDR enabled. Voilà! (image shakes a bit, but not sure if this is the cause or not)
