Report a translation problem
To do that you have to add it to this line in your INI.
Are you sure the bsa is called Oblivion - invalidation.bsa ? I have not seen that particular invalidation.bsa before.
Also is Steam installed on your D drive? I am only asking to make sure it is not looking for the file on the wrong drive or in the wrong file path.
Ok so I've just chose another way: I drop Water17.esp to my Data folder, launch Tes4Edit not through MO but independently ant it works :D
Strange, it worked before through MO just fine.

Just saw your edited reply. I did as you said and it works through MO now. Thanks again. For some reason BethINI created those strange lines next to SArchiveList=aaa,aab,aac etc. With those parameters Tes4Edit had an error loading plugin through MO.
