"Stranded" in Raven Rock

I travelled, for the first time, from Fort Frostmoth to Raven Rock with Veresa Alver's ship. Arriving in Raven Rock, the ferry is gone. Is this part of the whole "building Raven Rock" thingy? The ferry will arrive when the building starts popping up? Or is this bug?

You can still travel back to Vardenfel if you go to Fort Frostmoth and take the boat at the end of the dock there. In order to have regular boat service directly from Raven Rock you do need to build the colony.

Pretty good quest chain with a prettey ncie reward in the end. Just hope the Spriggian quest dosent bug out for you.
