Please help! Steam Controller/Overlay

My steam overlay for morrowid has never worked as for as I can remember. I just bought the steam controller and really really want to play Morrowind with it. Becuase there is no steam overlay, the controller cannot function al all.
I am NOT using the graphics overhaul, even though I think I did on a previous install. The overlay option is checked in the game preferances, but doesn't seem to work.
Any Ideas? I'm pretty desperate. This is half the reason I got the controller ):

I hear that "non-steam" games can work well with the controller. Perhaps Installing my disk copy and adding it steam would work.

This is just so frusteratig becuase it seems to work for everyone else.

Here is my fix:
OpenMW
I never figured out why the steam overlay wouldn't work for native morrowind. So I installed the latest openMW to morrowind folder. I replaced the morrowind launcher with the OpenMWlauncher and named it exactly as the morrowind launcher. So now steam thinks its starting up normal morrowind. The overlay seems to work perfectly, I can now play morrowind with the steam controller.
