Not sure what to do or, how to get this? All of the Stealth Kills are animated cut-scenes so, I have no control over them. All I can do is watch. What do I do?

You can do a finishing move when the enemy is on the floor already but not dead yet. Try shooting an enemy with one bullet at a time, some will fall down and still be alive.

I have done that before. They would still be moving or, trying to shoot at me and I run up and shot them. Hmm... maybe I done it too early? I still got some achievements to get. I'll try agin. I actually tought it might be something like that but, the way the game is, like i said above, I wasn't sure. Thanks.

Dont shoot them. When you come close to them there should pop up an option for a finishing move.
