Cannot even get into game, insta-crash

This game worked when I last played it a few months back. Now when I try and launch it, the game crashes at the point at which the intro movie is supposed to play. I've tried verifying game cache and no files were missing.

Most likely missing video codecs. Do you have Windows Media Player installed?

Yes I do. Hmm that's a point, I ran windows update recently and it installed a new version of windows media player. Although I don't see why that would remove the needed codec...

Try using "-v" launch command (without quotes). It disables all the videos from the game.

If it doesn't crash like that, then it's confirmed to be a media playback issue.

In your Steam Library, right-click on KOF XIII and go to properties. Under the General tab, go to set launch options.
