Got gifted this and it's not in my inventory

I just got this game through one of my friends who gifted this to me and for some reason it didnt appear in my inventory, my gift thing, nor my library. The only notification I got of recieving it was an email saying I had recieved the gift. I had tried to install through browser and when I tried it just gave me "Scanning for Steam Liscenses updates" and just made me load for hours to no avail. Don't know what to do at this point, maybe uninstall and reinstall steam, or something. Hopefully anyone can help!
