so whats the skirmish ai like in this game is it better then the ai in E.E?

Hard to say... I've been finding it slightly better than EE, however it isn't exactly the most fun thing to play against, especially without being able to select which deck they are using.

I have found that it locates your commands units without recon and fights with brute-force spamming, negating almost all use of tactics. However, I need to play more; this is an interim opinion.

Me too: interim opinion. I think the AI is fairly similar, but that it does get to choose from a wider range of (random seeded?) behaviours to give it more variability. So it has a sort of Jekyll-&-Hyde feel to it.

It seems like it feels more like a real human than EE's. It can spam, but not nearly as often or as universally as EE. Plus it's battle strategies seem to be more balanced than a "one huge rush" plan.

yea it spams helios, just got spammed by just helios and like 6 ground units.....it was redic..i took down more then 50 helios, then i ran out of aa and lost by 250 points

The AI of my own units seems better, too. They seem to take somewhat smarter routes when told to move fast, and the units that take advantage of forest and buildings seem to be better at doing that, especially when the game draws the little predictive marker where your troops ought to go. Plus tricks like reversing and evac are a step in the right direction.

It's much better than EE. Doesn't spam AA suicide charges (but mismanages supply units sometimes). The "cheating" aspects are far less prevalent than EE: command vehicle assassinations are extremely rare and I've never seen them spam anything, nevermind assault helicopters.

If your composition is unbalanced, the AI might be able to exploit it but that's far from cheating.

They tend to hunt down my recon commando units like they "know" where they are at all times. Apart from that not noticed much in particular.

"Jekyll-&-Hyde feel" is about as accurate as it gets. They are either a Sweedish infantry group who cower at their start point or a Soviet armoured division with 40 T80 tanks the moment the game starts, I haven't found a middle ground very often. They are notoriously efficient at hunting your units (recon helicopters, shot at by artillery, despite being no where near anything?). On the flip side of things, they can be quite predictable, just play with an AI or two on your side sometime.
