This might work against a noob but it's not hard to counter for an experienced player.
They do. But unless you saved up 400 activation points at the start, then you just won't simply have enough money to spend all the AA to kill the helis - the helis(and anti-ground planes) kill that AA very quickly, especially when it's just spawning one by one. Otherwise it takes them too long to get there, by that time their army is already raped.
Or heard people ♥♥♥♥♥♥♥♥ about it on the wargame forum either for that matter, and im the nr 11 poster on there.
