[Replied] Can't scan VSTs
The "Scan VST" buttons are greyed out. It is the same in preferences and in the plugin manager. Here a screen: http://min.us/lbq9fwXvmTyBaD
What can i do ?

I use Windows 7 Professional SP1 64bit.

This indicates that the registry entities were changed or removed that pertain to the VST Scanner.

Was this at one time work or has it never been able to scan?

No it never worked. It could be a consequence from the installation/registration problem i had: http://steamcommunity.com/app/222710/discussions/0/846956269331645041/
I could try redownload and reinstall it a third time. Could this help ?

Yeah, I'm pretty sure it's related to that.

I'm doing some research into a similar issue with registry keys not being copied for some reason. I'll try to update you with more information asap.
