Make sure any browser plugins that block ads are turned off in your browser, and enable javascript for residentevil.net. If that doesn't fix it, then for whatever reason, your Steam account isn't properly linking to the site, in which case you might want to get in contact with Capcom's support staff. Not much else that can be done without their help.
For some reason, I can sync my RE6 stats (PS3) just fine. The button even shows up on the RE6 page. I've checked linked accounts and Steam is there. If I unlink it though, it'll be a 7 day wait to try again. I'll see what support can do.
Get in touch with Capcom; they'll be able to see what's causing any hangups, and hopefully get you on a fast-track to getting synchronization working.
