You either spend it immediately by purchasing something else too, or you will park your money at Valve HQ and it will earn interest for Valve, not for you.
As a good practice, don't ever use Steam Wallet. It's a trick to sell you games for even more money without you easily noticing. It's unfair and dishonest to say the least.
Now, not being able to buy in-game items without Steam Wallet money at all, that is a lot of bull and they should fix it. I'm not saying I think there's anyone obsessed enough with Team Fortress 2 to buy a hat for it with real money but not planning to ever buy a game through Steam again in their lives, but if someone's already in the habit of using PayPal or a credit card for every purchase, it's stupid to not accommodate that.
