Issue Report: TF2 doesn't provide a notification on attempting to directly join a full server
Steps to reproduce:
1) Have a friend who is playing on a server that is full.
2) Attempt to join them via the Steam friends list

Expected result: TF2 should provide a notification that the server is full
Actual result: It looks like the game's just spending a long time loading; I spent quite some time in this state thinking that I was just having to wait for a long time. The notification is only provided when hitting escape to go back to the main menu.
