Issue Report: During install, local game cache files not reserving space, disk free unchanged.
When I go to install a game, like TF2, it will take a large amount of time to create files ready for filling with the download (ie, reserving space) - but when I go to install another game, the Disk Free listed has barely changed.
The files do however exist on the disk.

See my comment http://steamcommunity.com/app/221410/discussions/1/882966056634347830/#c882966056669935872 that demonstrates files are rather fragmented, reserving space might not be doing what its intended to.
