How to update OpenGL
I am not a very experienced Ubuntu user, I have only been using it for about 2 years and haven't done any gaming on it until recently. I downloaded and installed TF2 last night and tried playing it today. I got an error that says "Required OpenGL Extension 'GL_ext_texture_sRGB_decode' is not supported. Please update your OpenGL driver"

I have no idea how to just update my graphics driver, can someone help me? I don't even know how to tell which version of openGL I have.

I have an ATI Radeon HD integrated Graphics.

This is what it says in system monitor: AMD A6-3400M APU with Radeon(tm) HD Graphics × 4

Telling us what type of video card you've got would be a good start.

Whoops, I thought I had. I have an ATI Radeon HD integrated Graphics.

It's pretty bad, but I played BF3 on it before and TF2 on high graphics as well.

GIYF:
"The AMD A6-3400M (Codename Llano) is a quad-core processor for entry level laptops. It is part of the Fusion family of APUs (=Accelerated Processing Units) and features an integrated Radeon HD 6520G graphics card."

Proprietary drivers should work: AMD Catalyst 12.11 aka fglrx (9.000/9.010 in your Ubuntu repository).

From the Release Notes (in this forum):
The Catalyst 12.11 AMD graphics card driver is currently in the "precise-proposed" repository and hasn't been promoted at this time. This is part of a vetting process controlled by Canonical. You can enable this repository by opening Ubuntu Software Center, selecting Edit | Software sources... and then enabling the Pre-released updates option on the Updates tab.

I just opened up my amd catalyst control center and checked my opengl version. Apparently it's 4.2.11627 Compatibility Profile Context

I am downloading the updated ati driver from here http://support.amd.com/us/kbarticles/Pages/AMDCatalyst1211betadriver.aspx
does it look like the correct one?

If you don't want to use the proprietary driver or it breaks your system (as it did in my case), just run export force_s3tc_enable=true before running steam.

There is simpler way to install recommended drivers. Just read carefully two pinned threads:

Configuring Sources
Depending on your card, it is important that you properly configure your package sources before looking for the latest drivers.

*For AMD cards, the Catalyst 12.11 drivers are currently located in the precise-proposed repository. Enable this repository by opening Ubuntu Software Center, selecting Edit | Software sources... and then enabling the Pre-released updates option on the Updates tab. In addition, for the latest vendor-supplied drivers enable the Proprietary drivers for devices (restricted) option on the Ubuntu Software tab.

Additional Drivers (for AMD and NVidia only)
Configuring the latest vendor-supplied drivers for NVidia or AMD cards can be done using Additional Drivers. For more information, see here.
