You need to install the 32-bit DRI components for Intel cards. They have neglected to package 32-bit compatibility libraries with their 64-bit DRI package.

sudo apt-get install libgl1-mesa-dri:i386

But the posted system specs indicate he's running a 32-bit system? Or is it just that Steam can't detect that the system is 64-bit?

Hmm, looks like I have the i386 installed.

:~$ dpkg --get-selections | grep mesa
libgl1-mesa-dri:i386 install
libgl1-mesa-glx:i386 install
libglapi-mesa:i386 install
libglu1-mesa:i386 install

Is there any logging for the steam client, debugging mode?
