Network problem
I live in a student house, behind a proxy. I can use these services:
Web (HTTP, HTTPS, FTP passive)
Mail (POP3, POP3s, IMAP4, IMAPs, SMTPs and SMTP submission via STARTTLS)
Secure Protocol (SSH, IPsec VPN, OpenVPN, PPTP, RDP).

Can i use steam without a VPN?

I have same issues here, I have a proxy and steam is able to download itself but can't login.

There is any way to use steam behind a proxy?

According to https://support.steampowered.com/kb_article.php?ref=8571-GLVN-8711 Valve does not have an official solution other than requesting that an administrator properly configure the network equipment for compatibility with Steam and Steam games.
