TF2 in game voice chat doesn't work when...

Anyone else have an issue with getting outbound voice chat to work in TF2 when the server being played on has sv_use_steam_voice set to 0?

Voice chat seems to work fine only if sv_use_steam_voice is set to the default value of 1 on the server side. Annoying since quite a few servers seem to use the old voice codec rather than the new one.

Using Ubuntu 12.04.1 LTS 32-bit
