[BUG] Chat notification not opening new chat window
If i get a chat notification from someone whom i don't currently have a chat window open for, it doesn't open a new window for that person so if i'm afk or something and someone sends an IM, i won't know that they did until i manually open chat windows for all of my friends until i find out whether someone had sent an IM or not. This is really annoying because i've missed a lot of messages because of it.

I can confirm this one, because the same thing is happening to me under Ubuntu 12.10 / Unity, but I will test and maybe debug it a little bit more later.
(Is debugging allowed, by the way?)
I think I'm also experiencing this, and only discovered so today as my friends thought that I was ignoring them!
I'm going to report this in the Beta section, so hang tight. I'll try and give it some attention.

Although, I'm starting to think that our problems are slightly different as I'm not receiving any notification at all, but it's essentially the same, I guess, in the way that we are not getting the chat window.

I noticed the same thing last night. I'll get a little notification window in the bottom right that disappears after a few seconds, but no chat window.

of course debugging is allowed. even if you aren't part of the beta, we are still allowed to do bug reports and ♥♥♥♥.

also, is anybody else having trouble with losing window focus while in a fullscreen non-steam game when they get some notification (such as "<Name> is now playing <Game>" or whatever). like when i'm playing Minecraft (or any other game for that matter) in full screen and i get one of those notifications, it kicks me out of fullscreen and the window focus goes to steam (whether i clicked it or not) so i have to click on minecraft again then go back into fullscreen.

Also the same on Kubuntu 12.10 (64 bit - KDE 4.9.2).
Same on Gentoo 64-bit here.

However, OP said a chat window doesn't open for a USER that he already doesn't have a window open for.
I'm not sure exactly what he means, but here I DO get tabs automatically opened for new users messaging me,
the issue is that if I have no chat window open at all, then one will not be opened if someone messages me. But as long as I have 1 chat window open for any user/group then everything behaves normally for me when new people send messages.

You can set to always open a new chat window instead of a new tab. Maybe the OP uses that option.

i don't use that option, but i guess i never bothered to test whether it opened a new tab if i already had one open. it's possible it did, i guess. i'll have to test it out tomorrow. Oh and i upgraded to Ubuntu 12.10 with Unity and the problem persists. i'll also take a look in the limited beta forums to see if anyone else is having the same problem.
Experiencing the same issue, running Arch Linux with Compiz as the window manager.
I have the same issue on Ubuntu 12.04 with GNOME Classic, as well as on Gentoo with XFCE. Pretty critical of a bug, IMO.
Sorry for digging up the thread. I am just wonder if the bug is fixed or not. I still miss messages if I don't see the pop-up notification. That's really bad
