I'm going to report this in the Beta section, so hang tight. I'll try and give it some attention.
Although, I'm starting to think that our problems are slightly different as I'm not receiving any notification at all, but it's essentially the same, I guess, in the way that we are not getting the chat window.

of course debugging is allowed. even if you aren't part of the beta, we are still allowed to do bug reports and ♥♥♥♥.
also, is anybody else having trouble with losing window focus while in a fullscreen non-steam game when they get some notification (such as "<Name> is now playing <Game>" or whatever). like when i'm playing Minecraft (or any other game for that matter) in full screen and i get one of those notifications, it kicks me out of fullscreen and the window focus goes to steam (whether i clicked it or not) so i have to click on minecraft again then go back into fullscreen.
However, OP said a chat window doesn't open for a USER that he already doesn't have a window open for.
I'm not sure exactly what he means, but here I DO get tabs automatically opened for new users messaging me,
the issue is that if I have no chat window open at all, then one will not be opened if someone messages me. But as long as I have 1 chat window open for any user/group then everything behaves normally for me when new people send messages.
i don't use that option, but i guess i never bothered to test whether it opened a new tab if i already had one open. it's possible it did, i guess. i'll have to test it out tomorrow. Oh and i upgraded to Ubuntu 12.10 with Unity and the problem persists. i'll also take a look in the limited beta forums to see if anyone else is having the same problem.
