Do you have mesautils installed? If you do, run:
glxinfo  grep "OpenGL version"
from the terminal and post the output.
What old fixes did you try?
I didn't have it installed, so I got it. Here's the output:
OpenGL version string: 2.1 Mesa 9.0
I tried using 'LANG=C' and 'LC_NUMERIC=C' but I found out that the problem had already been fixed.
There's a potential workaround using this:
MESA_GLSL_VERSION_OVERRIDE=130
before launching steam from the terminal, but I've no idea if it works.

How stable is 13.04 at the moment? I was going to just wait until it is officially released, but might go for it early if it fixes things!
EDIT: but make sure you update it at least once a day, updates kick it every 2 or 3 hours so if you update it once a day you'll be fine.
Using it for a month now, had 1 LightDM crash and I broke my system by installing Gnome 3 Stagging PPA. Aside from that it's already more stable then 12.10 was (and much smoother). It may break any day tho, as this is not even beta, so install it at your own risk :) Oh and update every 23 days will do too imo.
I believe the real problem was with glsl 1.30 or similar not being supported, which was mainly an INTEL problem.(with their driver)
I believe they did update many of their drivers to OGL 3.0 with the latest updates, but not sure thats true for every card/model.
So far in every hardware i have, TF2 doesnt work on intel chips.

I got myself a AMD laptop just to try how it works, the open source drivers for AMD on 13.04 work and can lauch TF2, CS:S and minecraft, but the frame rate is slow on TF2 everything on low i get around 20 to 30 fps this has tested on a legacy amd card (4500), if you have a amd card dont upgrade to 13.04 becuase you will not be able to install the AMD drivers on this kernel, AMD needs to get theyur act thoughter and support the latest linux kernels. AMD does not work well on any newer version of ubuntu that is not 12.04.
I might find a intel system someday to give my own thoughts, but so far from what i read they improved alot of theyr drivers on linux 3.8 and more changes will happen on 3.9. i can not say for a fact if it will work or not. Give it a try and let us know so we know how to advice people.
