I was playing other games on it just fine like Beat Hazard with no issues.
I'm also on Ubuntu 12.04 LTS with the 310 driver on a laptop, but I have a GeForce GTX 560M, and Team Fortress runs at max framerate (60 fps) with max graphics settings (except anti-aliasing which is at x4) with vsync and multicore rendering on.
Still, it shouldn't be running THAT slow. I can see you maybe only getting 5 - 10 fps with that graphics card, but I suspect something else is wrong if it's that bad.
Does your graphics card come with Optimus?
Also, can you switch workspaces out of TF2 and open up gnome-system-monitor (Ubuntu's version of task manager) to see if anything (perhaps pulseaudio) is running at max CPU? Its possible that its not your graphics card that's the problem, but something causing the game to repeatedly hang.
I don't understand what this means, do you mean upgrade the gfx card in my laptop or upgrading the driver?

No, it is a 8400M, it runs other games relatively fine but cannot run TF2. I have played Amnesia, Beat Hazard, Bastion, Sword and Sorcery, League of Legends, World of Warcraft and other games just fine with lower FPS (20-30) but still playable.
I can't really tab out of TF2 since it takes a while, I could run it in windowed mode I guess and try that.
