If Steam was using sort of a Bit Torrent connection mechanism, I'd say that you lose all the bandwith in overhead keeping alive all the connections stablished the different "clients" in the network... Since I'm by no means an expert, and do not want to pose as one, that may be only a simplistic explanation. However I do know that some game delivery systems (Blizzard's and others) use mesh distributed download mechanics similar to BT, maybe there is a way to lower the number of simultaneous connections in some config or another?

What's the other program you're downloading with?

I was downloading an ISO, can't remember which.

The normal download speed was restored once Steam was closed.
