Issue Report: Steam will not start with Network Manager

I just went to install Steam for Linux on my Gentoo system running XFCE. I don't need Network Manager on my system since I just have a simple DHCP connection through ethernet. When I try to start Steam for the first time I get the following error

This has just started happening today on Fedora 19 following a steam (auto) update. Like you I'm not running NetworkManager, in our case because we're using static IP addresses (and no proxy). The error message suggests installing a 32-bit version of NetworkManager but according to YUM there is no such thing.
