Can't change the volume inside a game.
In a linux game same keys won't work, but if you press SHIFT + TAB that same keys become active again.
I've seen this before outside steam too, some linux games don't allow you to use alt+tab or alt+F4 too.

Blame the way X11 handles fullscreen in conjunction with volume keys.
I am pretty sure valve can not do anything about it.
And it is not just steam apps that have that issue. Dosbox or meritous for example block volume keys in fullscreen, too.
Some games and programs however use something called "Windowed Fullscreen" (they basically create a window in the foreground that is as large as the screen but has no borders) which circumvents that issue. Those however are rather rare (KEGA Fusion and Path of Exile (which only runs in WINE though) come to mind).

Some games integrate well with Xorg some don't those that don't won't allow you to change volume in fullscreen.

I had this issue in SPAZ. It worked fine after I enabled the SteamOverlay in game. (Shift + Tab)

I only disagree on one thing. Some games on windows wont let me alt tab either.

Probably will be fixed with Wayland, but it's been shown that you can integrate fullscreen games with Xorg regardless so other developers just need to figure out what to do and we should be fine.
