The problem is with your connection, or network settings, or with Valve's servers themselves -- it's hard to tell from your information.
I don't know if this is as much of an issue now but wifi drivers use to be bad for me on linux. I had allot of issues setting them up at least. I don't know if this could be a source of performance issues too though. Obviously dependent on you even using wifi.
Are you using wifi?
This works but you may have to try several locations. I went fro 560KiB/s to 5.6MiB/s doing this. Steam apparently throttles Linux downloads.
