Alternate Steam and Steam Runtime packaging and versioning
I'd like to toss around the idea of separating Steam into a UI package and a number of versioned runtimes. The idea being that the UI staying consistent, and steam games launched can have a targeted platform/library support while being able to seamlessly allow newer games updated libraries.

This could be done by the UI being its own package with each runtime as a dependency. Each runtime in turn would have as its dependencies the set of libraries needed for each revision of the steam runtime.

I know this would make it easier for game developers and distribution maintainers.

Thoughts?
