Soldiers always have 100 happiness because they're almost always idleing. It's the lack of work that improves someones happiness over time, not having only one job to do. That correlation likely results from those townies having plenty of downtime due to that one job not being required 100% of the time. Decorations also help of course, as well as food variety and fishing.
Exactly, it's one of the more annoying issues with the game since it creates a situation where the fastest way to grow your population is to simply stop doing anything for a while which makes for extended periods of boredom while you wait for immigrants. Fortunately there are ways around it like what I listed previously.
If you want to maximize happiness for your townies no matter what they're doing then you can fill every area of the map a townie might travel through with decorations. I'm pretty sure they take decorations in their travel route and worksites into account for their happiness so you don't have to place them only where the townies idle.
