I tried unninstalling/installing many times without success, but then I tried to install on my notebook and it ran normally...
this is frustrating...
O que é uma bosta , a Ubisoft deveria prezar mais pelos seus clientes e criar uma nova atualização pro uplay pra corrigir esse problema que várias pessoas estão tendo, ou ao menos voltar para a versão anterior que rodava normalmente.

Editei para postar o resultado... FAILED TO CONNECT UPLAY, ou seja, fiquei na mesma... pelo visto o jeito é esperar que a Ubisoft faça alguma coisa a respeito.

Clique com o botão direito do mouse sobre o jogo, clique em Propriedades
Na guia acima clique em Arquivos Locais e então selecione a ultima opção "verificar a integridade dos arquivos...", isso deve resolver seu problema, caso contrário eu recomendo a você entrar em contato com o suporte da Ubisoft.
