To keep or transmit data.
If I were to keep the data and never transmit, would the overall amount of data that you can get out of the scenario be the same. Regardless of whether you transmit or keep, the next amount will be degraded. Is the only downside for transmitting data is that it uses battery power and last longer? I may not be making sense so I’ll try to summarize: Does the amount of science you can get out of a given scenario change based on whether you keep or transmit?

If I were to keep transmitting till I have "drained the science" out of a given scenario, would I have the same amount of science as if I had kept it and keep coming back.
i will tranmit big scores when i can get 100% value... other wise... if i know i have enough power i will tranmit something new once for like 40% and then do another one but save it... i do this for things that are worth alot like mun reviews.... the first time i did that it was worth 100... i sent that via packets and then did another but kept it with me until i landed but the second time was only woth 82 science... but i got 100% cause i kept it with me... i think the combo is the best way to get the most science per flight... but if you come up with a better way lemme kno

The following seems to be a fact ... the reduction in sciencific valie between this report and the next one is modified by the loss you get for your mode of transmission.
For example ... if your reduction from this report to the next report would be 40% if you returned the sample ... but you choose to transmit it via antenna instead, which only has a 20% efficiency, then your next report would only generate 8% less science.

With other words, it is a null sum game ... no matter how you suck a region dry of science points, be it via antenna or be it via sample return missions (or by a mix of both) ... the total number of science you can get out of the region stays the same.

I for my part do a mix ...
returning samples if possible and trnasmitting data if I cannot return a sample

Okay so I am better off to Transmit data untill its drained than having to keep it and go back and forth?

Each biome seems to have a total load of science points up for grabs per research method, 200% of a perfect sample to be precise, it just depends how you choose to get it
As far as I have read and experienced, you take a sample of something that's worth say -- 100 science points. However, the research '%' is 20% which means you will end up with 'just' 20 science points. As I have read from other players, this percentage is only when you send the data directly. Recovering your craft/pod will net you the complete amount of science points.

In the above case, if you decide to send the data immediately, you end up with 20 science points. If you hold on to that data and return safely to Kerbin, you receive 100 science.

If you want to drain a region completely and have the necessary power to transmit it all, then yes ... it is most probably better to transmit untill it runs dry
