What are the maximum number of players allowed in a match?

I have no problem finding games, but I keep joining one only to find a max of four players, and a crap ton spectating. I have even been switched to different teams/booted to spectator mode on several occasions! Anyone know where to find servers with more than 4 player maximum, or any mods I need?
