It's a shame that Valve own games (beside Portal 2) don't support this feature while almost every other game does.
I used System Links or "a Junction" for this
1. Shutdown Steam
2. Copy ( or Move) your SteamApps Ordner to your HDD
3. Delete the SteamApps Ordner on your SSD
4. run Command and enter this ( "" are only need if you got spaces in your address)
mklink \J "C:\Program Files (x86)\Steam\SteamApps" D:\Programme\SteamLibrary\SteamApps
5. Run Steam and enjoy
Steam thinks all the Games are on your primary drive, while they are on your HDD. If your SSD is full won't be able to install new games since Steam thinks the drive where the games are, is full.
