You get it free if you buy Half-Life 2, you can't just have Lost Coast,
i bought the Half-Life Complete for 19.99 and i have Lost Coast.

Sucks for you, I got it free when Valve was giving it away free to Nvidia GPU users.

It's actually not $40. You can't buy the game individually. The only way to obtain it is by purchasing HL complete, which happens to be $40, hence the price on the store page.

Lost coast is a Basic Tech Demo, It's not a real game it just shows off the engine it gives no story at all.
