You're thinking of a different area entirely. Route Kanal is waaaay before any of this. OP is describing a recent glitch where the combine train gets stuck and prevents the player from crossing the tracks and jumping down into the drainage ditch where - spoiler alert - you meet a resistance member and get healed by a vortigaunt.
I ran into this problem too, but all I did was reload my last quick save and played through it again and it worked fine after that.

If this happens, type the console command ent_fire looping_traincar2 StartForward (does not require sv_cheats) to make the train move again. Do not forget not to get run over. :)
Also, the bug can be reported at GitHub[github.com], although others have already done so 6 months ago.
*i wouldnt be surprised if this segment of the game is broken thanks to Community Updates.* when i first downloaded and played HL2 back in Aug 2013, ALL movement was slow and Halo-like, and the AUX power increased/decreased half as fast as it normally should. the part early on when youre chased by the Combine through the hotel was IMPOSSIBLE because i was moving too slow and couldnt do anything about it
then it got another update in Sept that same year, and movement was twice as fast as before- most likely what it SHOULDVE been and probably was back in 2004. Valve shouldnt allow dumbasses like the Steam Community ruin a game for everyone else
