Yes, it does say "maybe Black Mesa," however that's in reference to the Black Mesa Incident from Half Life 1. Black Mesa would've been destroyed by the time Portal probably takes place, so in the lines from Still Alive

Black Mesa was a scientific research facility where a portal to the dimension known as Xen was opened leading to what is known as the Resonance Cascade. Basically, aliens invaded the facility, and pretty much everyone died except for Gordon Freeman, Wallace Breen, Eli Vance, Magnusson, Isaac Kleiner, and Alyx Vance. Then the U.S. military nuked the place.
