Why am I always underlevel? Monsters are way higher
I do all the quests except now I am running with a couple pending, like Plains of Torment guy because I think it's already hard but really I've been running under level since late normal. Now one char in Elite is 61 and mosters are 66 except for right outside the middle town where they are 61.

The issue I'm having isn't normal mobs it's the heroes that jump out now are like 67 and the yeti on the way to the Fort are smacking the life out of me unless I kite to edge of AI. But if I level, won't they level too? And if xp is mainly quests that I'm turning in where do I get xp from. I really improved me character and it worked great for one section now I feel like I'm back at level 50.

What are your resistances? Buying faction augments to improve weak resistances will also help. I would do all side quests up to the current story quest. Doing so obviously gives XP but also levels your devotion skills.

I recommend not paying too much attention to mobs' levels unless they're maybe 8-10+ higher (in which case you've probably stumbled into a place you aren't ready for). There are lots of locations in the game where monster levels are set to be 4 or 5 higher than the player level, up to a maximum ceiling. In Ultimate the ceiling is removed too.

It's usually not an issue provided you don't screw up the build you're playing. i.e. you need a good source of damage per second, burst or otherwise, some sources of healing during combat, either from skills, items, components or devotions and pay a little attention to resistances.

Which in the case of Plain of Torrment is aether, which there's a ring augment in Devil's Crossing that can help with that and some boots from Homestead faction merchant which have aether and chaos resistance.

Heroes end up being 5 levels above regular monsters. Those are about your level untill difficulty cap unless you are killing faster in which case they raise in levels and you get better loot.

You should be happy if enemyes are more than 5 lvls above you in elite. If it makes you die though, you may want to improve the tankiness of your build.

Personally, I'd say it's pretty normal when you're playing on Veteran and the higher difficulties. I feel like monster barely give you any XP if they're not at least 2 levels above you.
It was already like this in Titan Quest, where bigger monsters would be stronger than the rest by scaling to a higher level above the player.

As long as your build works decently this shouldn't be too much of a problem. Otherwise, you may want to check your gear and try to replace older parts. Resistances and armor go a long way to keeping you alive.

Ok thanks it seems like nothing is wrong then. The yeti are just in my face and I'm ranged so this is very annoying how they constantly run at me and seem to do a lot of physical, some bleed and cold. Only died one time to the unique purple one but this part is almost done so anyway back to game.

Maybe you can see if you can squeeze some attack damage converted to health into your devotions, maybe Bat, Ghoul or Revenant. Otherwise, see if you can find something with ATCTH, or if you have the materials, craft a haunted steel.
If your damage output is good, this stat will make your life a lot easier.

If he is a caster, ADCTH will not do anything for him. It only works on skills that have a weapon damage component. Of course if he is using ranged weapons then it is useful.
