Knife when idle, gun when alert?

I've noticed that some enemies can be clearly seen with melee weapons when standing idly, but the moment you alert them they're suddenly holding a gun.

Is that happening for anyone else? It's really annoying because it seems obvious that you're supposed to be able to tell what they have before engaging.

That never happened to me...

There are some ennemies smoking cigarettes, holding their guns only when alerted (guns or melee weapon), but that's all.

Maybe I'm just mistaking other things for knifes and bars sometimes... but sometimes I can swear I'm seeing stationary enemies holding melee weapons before bursting in and promptly getting shot. It's somewhat infuriating at the end of a large area you do well in.
