That pretty well known sound problem...
I'm really enjoying this game, but now whever I boot it up, after I choose my Steamworks option (enabled or disabled) I get an error. After Pressing abort the game crashes. If I boot up the game again then it works... but with no music. If I reboot the game I get the error, then working with no sound etc...

The strange thing is that this has not happened until today, all previous gameplay sessions the game has run flawlessly. Does anyone know why this is happening?

PS: The solution said by Mystery Mouse has not worked for me.

This solution has been very hit and miss, but I felt it was worth a shot:

Go into the game's directory (mine is): C:\Program Files (x86)\Steam\steamapps\common\hotline_miami go into the folder called redist and install the app inside.
Also, (if you haven't already) update your .NET to 4.0 , restart your computer and relaunch the game.

Hope this helps :)

Well, the problem seems to have fixed itself. Don't know how that works.
