Didn't work for me. The most agrivating part of all this is that the game was working just fine last week. What a crock of sh#%.

Was about to get my transaction reversed by my bank for steam failing to provide services but then I found your link and it fixed the game for me. I'm poor too so no money related stuff from me but thankyou very much for your advice. I think this post should be the #1 post and I think the Hotline Miami staff should compensate you for handling their support for them. Nowhere did they mention this advice that you wrote.

Did you get the right version? If this isnt it, check your video drivers, or maybe go download Microsoft .NET newest version update.

For me what got it working was using the included VC exe in the redist folder, choosing to REMOVE it, then reinstalling it and rebooting.
Still working a few reboots later so I _think_ it's 'fixed.'
