Hotline Miami Ingame Lag and Slow Downs

Recently bought the game love the sountrack, style and gameplay. But, I keep getting random slow downs while playing which ruin the pace of the gameplay and make intermission sequences lenghtly and boring. Are there any fixes to solve this issue? I've looked online and I've already turned Steamworks off and used the appropriate settings. My computer should be fully capable of running this game.

I know its a bit late, but I found that lag is caused by having the game in your steam folder. Simply move the game out of your steam folder than run it with the execuable from a different location. Fixed my problem.
